Do the representatives need a code of conduct ?

You might have known what happened in the Kerala Legislative Assembly last day. A lady watch and ward have been injured and reportedly assailed by the assembly members amidst the conflict between them. It's not the first or second time it has happened. We have seen the clashes and duels numerous times in the Legislative assemblies and the Parliament. The representatives are there for to present the real problems of the people and make the administration easier. But what do we see ? Most of the days, either a group walk out or happens some fights. Lakhs of rupees needed for the assembly to work. But the representatives fight over some unimportant issue and make a mountain out of molehill thereby avoiding the real issues. If it is on sensible issue, we can understand. But these all seem to be unreasonable. What you think ? Isn't it high time the representatives have a code of conduct ?
