    These are the major features of Inter church council's fee structure...
    Common fees for all seats in a course.
    No cross subsidy( cross subsidy means, some percentage of seats will have a more fees than the other. This is against the rules of Supreme court
    10 Students who are below poverty line are awarded with scholarships.

    According to council, this will empower social justice. Because, in the case of government followed methods, even though some students can study at a lower government fees, others should take up this burden too & should pay a greater fees. Usually those who win the government merit seats, will be the high income students from urban areas who had went for entrance coaching and all. So the poor students from rural areas, with lower entrance ranks will be forced to study in management quota by giving higher fees. That means, the poor students are forced to take up the burden of high income students in merit quota!!! This is not fair and not reflecting social justice...So there should be no cross subsidy and hence all students should pay same and equal fees.

    Another important problem is like this, These colleges are established by the church for the service and welfare of nation. This is done by taking investments from the faithful. Acres of land and world class infrastructure are provided by taking loans and also by the contributions of faithful. This is not profit motive. But it aims at providing quality education to the new generations of the faithful. Seats under management quota is reserved for them. According to government fee structure, This will be double burden for the faithful. They must have to pay a high fees to study in their own colleges. They had contributed for the construction and now, if they want seats, they should take up the burden of students in government quota too!!! How can this be encouraged??? So the fee structure should not have cross subsidy.

    In these colleges, now 100% seats are management's. It consists of common merit and community merit. Community merit is reserved for Christian students. In both these categories, selection is purely based on merit. Students are selected from a rank list prepared by giving weighting for +2 marks and entrance marks. This was followed for last 3 years. And now Kerala government is planning to adopt the same method( taking +2 marks and entrance marks )
    According to my opinion, this is the most suitable method that can be followed.
