Kerala: The first state to form biodiversity management committees in all Panchayats
This is a proud moment for all malayalees. Our god's own country has become the first state in India to form biodiversity management committees in all Panchayats. The aim of this committee is to ensure the conservation of biodiversity & at the same time can share equal share of benefits from the biodiversity. Another fact is that these committees are chaired by the panchayat president & those committees were formed in all 978 panchayats but within 2 months they will be formed in 60 municipalities & 5 city corporations. It should be noted that apart from chairperson, there will be more than 6 members nominated by the local body in the committees but one third portion will be women. But the representation will also be specified for scheduled tribes as well as castes.
Collectors, agriculturists, herbalists, trades of non-timber forest produces, community workers, fishers, academicians & representatives of user associations are included in the category of nominees. But there will be 6 special invitees from agriculture, animal husbandry, forest, health, fisheries, livestock & education departments in each committee. 3 years will be the tenure of the committees.
In order to aid the committees in their work, technical support groups have been established at the district level. Those technical support groups include experts from government as well as nongovernmental organizations, educational institutions as well as communities. The task of bringing together the biodiversity registers of the local people have been completed by the state biodiversity board, which is the apex body at the state level. But the registers developed by the people have certain inventories of biodiversity & knowledge of the people that are associated with bio resources at block, village, district as well as municipality levels. Apart from this, the biodiversity committees will be given the charge of maintenance & updating of the registers.
