Govt employees are earning the rare distinction of having the job security and in this garb they resort to unfair means and try to pocket money through illegal means. Never a govt clerk do your work unlike he was greased in palm. This practice is coming from the ages and it cannot be controlled or stopped.

Mr. Unais, did you ever go to any govt. office to get some certificate or documents? You will never get that document by merely applying for it or completing the formalities prescribed by the govt. You have to complete one more formality, which is not prescribed. This is known as SOMETHING. The govt. agencies like vigilance or anti-corrptn. department is not doing anything against this. And the public also is willing to give this SOMETHING in cash or kind to get their work done on time and prompt.
