Travelling time depends on vehicles, traffic and speed of your travelling. I think approximately 152 km distance in between munnar and ootty. If you like city then ootty is good and better for you. If you like scenery, trees and villages..... Then munnar is good. Facilities are not enough in munnar. Difficult to find restuarants and hotels in munnar. When I goes to munnar almost 5 km travelled to find a better hotel. Purchasing is good in ooty. Also, cold was more in ooty. Any way kerala is better than tamilnadu.
