Mobile number portability system is going to be a big hit in a country like India with crores of mobile connections. It is all set to increase the competition between the telecom companies and ultimately it will be very much beneficial to the customers. Firstly they can change the companies according to their wish, by keeping their number. Secondly, as the competition increases, companies will introduce more offers for the customers, in order to save their connections. Also for telecom department, this will be very much helpful for controlling the mobile numbers. Once in a while, they were even thinking to implement 11 digit numbers, to overcome the shortage of availability for numbers.
That is, in all aspects it will change our telecom sector and is very much beneficial to the common man. It is more welcome, when the fees for this is just 19 rupees. That means Quality service at cheaper rates are at our finger tips now.

Thomas Cherian thanks for sharing good information in the matter. But the main advantage of this scheme is that the customer is the king and telecom companies has been forced to offer sops to the customer to be in the market. As you said eleven digit numbers are in the offing and that will be reality.

This has been implemented in Haryana. It is heard that Prepaid users will loose their current balance amount after changing the operator. To avail the MNP service subscriber needs to send SMS PORT followed by 10 Digit Mobile Number to 1900 and they will get UPC porting code by SMS after that they need to submit CAF (application form) and MNP form with UPC to desired new service provider.Currently BSNL is providing the service fre of cost,Docomo is charging 19 RS.Heard that BSNL is also providing Free GPRS and 100 Rs talktime to port in customers in Haryana circle.
