Kerala budget 2011 Highlights and complete analysis

Kerala budget 2011 is presented by Thomas Isaac on February 10, 2011. The budget is also called as an election budget because the budget 2011 contains many offers which satisfies all peoples of Kerala, which can makes the people to vote for LDF in the coming legislative assembly. The Kerala budget starts with a poem of O.N.V Kurup. The Kerala budget 2011 did not propose any increase in tax rate and also does not contain any additional resource mobilisation.

The budget shows an year end deficit of Rs.730.67 crores. The total revenue income is Rs.38,546.89 crores and with an revenue expense of Rs.44,566.33. The revenue deficit of Kerala budget 2011 is Rs. 6019.44 crores and with a total expenditure of Rs.2910.13 crores. Thomas Issac said that the tax earnings will increase to Rs.16,000 crores in the year 2010-2011. In 2005-06 year the tax revenue was Rs. 7,000 crores. The pension expenditure will increase from Rs.5788 crores to Rs.7311 crores.

While presenting Kerala budget 2011 Thomas Issac said that in last three years there was not even a single day as the treasury gone into overdraft. He said that it is one of the greatest achievement of LDF government. Thomas Isaac added that in last five years the growth rate of the Kerala has been growing at nine percent. Minister also hope that in few years Kerala will become the fastest growing state of India.

Road development in Kerala budget 2011



The Kerala budget 2011 gives most priority to road development. A total of Rs 4000 crores will be used for road development. The amount for this project will be taken as a loan from any companies or board which is under Kerala government. The road and bridges corporation and road fund boards will have the responsibility of this project. These two boards will be reorganized with specialists to make the project successful.

The project includes two new state highways. The two new state highways are
1. State highway from Poovar in Thiruvananthapuram district to Ponnani in Malappuram district.
2. State highway from Parassala in Kasargod district to Kollam district.

The Kerala budget 2011 also includes modification of following roads.
1. Thenmala- Madathara road.
2. Nedumangad– Shorlacode road.
3. kolenchery- thiruvalla road.
4. Kottayam- kolenchery road.
5. Ambalapuzha- Thiruvalla road.
6. Thrissur- Shornur road.
7. Adoor- Sasthamkotta road.
8. Puthiyangadi- Perambra- Nadapuram- Kuthuparamba road.
9. Thanneermukkom- Vaikam – Vengalur road.
10. Palarivattom- Kumarapuram road.

Thirty six district road will be modified as two line. 765 crores will be used for this purpose. List of this thirty six roads are given below.

In Kerala budget 2011, 1000 crores will be used for modification of following bypass.
1. Mannathi- Amala bypass.
2. Kunnamkulam bypass.
3. Ottapalam bypass.
4. Shoranur bypass.
5. Tripunithura bypass.
6. Kottarakara bypass.
7. Mattannur bypass.
8. Koyilandy bypass.
9. Angamaly bypass.
10. Edappal bypass.
11. Vaikom bypass.
12. Perinthalmanna bypass.
13. Kottakkal bypass.
14. Pallathuruthy- aryad bypass.
15. Thiruvalla bypass.

The road development in Kerala budget 2011 also contains five packages to reduce traffic jam in cities. 202 crores for Ernakulam package, 120 crores for Kollam package, 140 crores for Thrissur package, 180 crores for Calicut package and 250 crores for Thiruvananthapuram package.

Airport development in Kerala budget 2011

Finance minister Thomas Isaac said that Kannur airport will be completed within two years and 10 crores in Kerala budget 2011 will be used for its initial development and another 25 crores will be used for land acquisition for airport. 25 crores will be used for the development of Calicut airport.

Industrial development in Kerala budget 2011

An excibition centre will be constructed in Kinfra park at Kochi with an expense of 400 crores . 156 crores of rupee will be used for metro railway project at Kochi. 20 crores is permitted for the development of Mobility hub and 12 crores for supplementary oil transport from Kochi to all major cities in Kerala.

Kerala budget 2011 also gives importance to corporative industries. Five new project would start within a year including Malabar spinning and weaving industry. 15 crores of rupee will be used for Malabar spinning and weaving industry. 20 crores will be used for the development of Seetha ram textile Thrissur and new product line will be created in Kell with an expense of 20 crores. An outlay of 11 crores for constructing Kinfra industrial park in Kollam and Malappuram.

Traditional industries are also well considered in Kerala budget 2011. 82 crores for coir factory, 52 crores for cashew-nut industries, 57 crore for handloom industries, 9 crores for Khadi industries and 40 crores for small scale industries are permitted in Kerala budget 2011.

Tourism development in Kerala budget 2011

A total of 105 crores of rupee will be used for the tourism development in Kerala. In addition to this 60 crores will used for attracting tourists and marketing and 5 crores for constructing KTDC hotels in Caicut and Alappuzha and 1 crore will be given to travel mart. Kerala budget 2011 announces new project called spice route. 5 crores will be utilized for this project. 20 crores will be given to Grand Kerala shopping festival.


IT development in Kerala budget 2011



IT has a good consideration in Kerala budget 2011. Smart city is the main project and 10 new IIT will be constructed. 30 crore will be given to Kerala Sate Information Technology Mission and 9 crores for Indian Institute of Information Technology Management.

Education development in Kerala budget 2011

258 crores will be used for the development of Schools and 42.8 crores for ITI development is permitted in Kerala budget 2011. Interuniversity will be constructed in association with Kerala university. 19 crores will be allotted to higher secondary and vocational higher secondary schools. Veterinary, fisheries and medical universities will get 30 crores of rupee and 45 crores for agricultural universities and 12 crore for Kochi university. New courses will be started in 50 aided colleges.

Social welfare development in Kerala budget 2011



Biometric identity card will be given to every bpl family and social welfare pension will be increased from 300 to 400. 10 crore will be given to NORKA welfare fund. National health insurance will be provided to every bpl family without any cost and 167 crores will be used for this project. Handicapped pension is increased to Rs. 400. Revenue given to offenage is increase to Rs. 300.

Woman's welfare development in Kerala budget 2011



Police station will be made woman friendly and allotted 4 crores. 17.5 crores for women's hostel and working women's hostel. Women's who have age greater than 40 and are not get married will get an pension of Rs. 400. 17.5 crores for constructing ladies toilet in schools and public places. Women's development department got permission and all women's associated cells will be under this department. A new helpline feature in every district to provide night staying of women's who get late due to job. 5 crores will be used for this project.

Agricultural development in Kerala budget 2011

29 crores will be given for paddy cultivation. 75 crores for Kuttanad project and 6.5 crores for vegetable cultivation. 30 crores for coconut cultivation. Paddy's purchased price will increase from Rs. 13 to Rs. 14. 6.5 crores for Wayanad's cardamom cultivation.
